I think this is a regression from bug 514040. The 
 from="blah" aus_server="blah" ftp_server="blah" to="blah"
lines were not removed for 4.0b3 when the config was bumped for 4.0b5build1,

I think this is a one-off problem....the existing moz 2.0 configs didn't have patch_types="partial complete" in the top most line, and thus when we tried to strip it and everything after it, nothing happened:

Going to leave this P3 for now, will come back to it if it's still an issue after b6. 3.6.9/3.5.12 didn't hit this, so I don't think it affects other branches.
Haven't hit this again.
