strip chrome code during build

Details

A lot of our chrome code contains copyright headers and comments, which we have to uncompress, process and the parser has to read past. We should strip that stuff out during build. I am filing this but because I saw a large copyright header fly by in a stack during debugging. This might help startup minimally.
