Especially on contributors but also on offtopic or KB forum, we'd like to add a notice to the top of the /new/ page with something along the lines of "this forum is for XYZ, don't post here if you are asking about ABC" We already have the Forum description, so I'd like to just use that text (maybe allow basic <a> or <b> or <i> tags or wikiparse)

We got sticky threads since then, which allows us to highlight more than one thing in more details, and we didn't have much issues with wrongly posted threads, so I'm wontfixing this.
