I've always operated with the navigation toolbar in icons-only mode and the web developer toolbar in icons+text. However, if you open the customize dialog at all, it customizes both at the same time, and you can no longer make a different setting for each one. Any settings change you make affects every toolbar.
Reproducible: Always
Steps to Reproduce:
1. Right click on a Toolbar and click Customize
Actual Results:
All toolbars get the same settings applied at once.
Expected Results:
Want to be able to apply settings only to the toolbar I right-clicked on to open the customize dialog.

This issue is not Mac-only. I have the same problem on windows.
I'd like to set the "Icons" / "Icons and Text" / "Text" option separately for each toolbar. Or even better - for each icon.
Also some icons show their title on the left but other icons under the icon. That is bothering me to.
