I've seen this as well and haven't been able to get a entirely reproducible steps to reproduce. I can say that I see this more when multiple tabs (remote and local) are open.

It is not, I see it sometimes on a regular build. I have the feeling that it appears when I click quickly on a web link while the page is still loading.
