59366 - Scrolling by selecting text doesn't always work properly

Tested on linux, build 2000110621.

Steps to reproduce:
1. Visit the URL above.
2. Press left mouse button somewhere in the middle of a comment and drag your
mouse down the page. Usually you will see that the scrolling is very jumpy.
3. Now scroll down to the bottom.
4. Press left mouse and move it up. Keep moving your mouse a little bit. The
page jump down to the bottom every time you move your mouse a little bit.

I think this is regression. I'm pretty sure it worked fine last week.

i have seen similar problems at any item-detail at amazon.com for many
months...http://www.amazon.com/exec/obidos/ASIN/193011009X/ - starting at the
top and drag-scrolling down always jumps to the bottom of the page.

This is very similar (and possibly identical) to <a
href="http://bugzilla.mozilla.org/show_bug.cgi?id=54538">Bug 54538</a>. That bug
is on Amazon.com but seems to be caused for the same reason (scrolling past a
form that has an image). There's a test case up on the other bug page.
