Having both the return and one option enable is confusing. 

Reproducible: Always

Steps to Reproduce:
1.Slide the screen left to get to the controls
2.Press the gear icon -settings
3.Look at the buttons : return; preferences, download, add-ons
Actual Results:  
- two options are always enables (activated): return and the option chosen by the user

Expected Results:  
- only the  current chosen option should be enbled

This is "as designed". The "return" button is used to show the user that the button they pressed to display the browser tools, is still "pressed". If the user wants to leave the browser tools, they need to "unpress" the "return" button.

The other buttons are toggles, showing the active browser tool window.

Personally, I would like to remove the "return" button altogether and just use the "back" button to manage the browser tools window. But that is a different bug.
