Steps to reproduce:
http://dm-partdist-stage01.mozilla.org/en-us/search/approvalqueue shows 3 builds. Clicking on czMDE0MDI0Mw        Tomcat        pending        Mozilla Firefox for Tomcats (Testcasts)  cause:

This error was caused by "ku" not being one of the choices listed for locales in the current Firefox product DB. Logging in as admin and adding it to the list fixed the error, but we might still want to watch for this one.

Was this browser created earlier, say before we removed beta locales?

I believe it's tomcat's testcase, and was how we found the fun with beta locales (because the source files are named differently than how the repack script handles them)
