The new Firefox button with the tweaked appearance (Bug 574681) has an ugly orange outline around the hover state of the inactive button.

Is this the stock theme, without custom CSS added?
Yes, this is the default theme since the landing of Bug 574681.

... with any userChrome.css code or something like that applied?
Sorry, I should have been more specific.  I have no userstyles of any kind applied and see this with nothing but the default theme on a new profile.
