Steps to Reproduce:
1. Visit https://oren.db.ertelecom.ru/
Actual Results:  
Firefox 4.0 result in attachment #1 [details] [diff] [review]

Expected Results:  
Firefox 3.6.9 in attachment #2 [details] [diff] [review]

Can't change character encoding at ftp://znamensk.net/incoming/

Seems to be a problem with encoding detection as it works fine in Chrome

I am still experiencing this issue with http://www.fssprus.ru/search.html in both the latest version of Firefox 5 and the latest Nightly.  See attached screenshots.
