The issue in the screenshot started when "splitting" the screen (or whatever the lingo is for win7), using the Windows-Left keyboard shortcut. The window moved, but there were problems.

The whole window was "squished" and the top of the chrome was no longer glassy. After dragging the window (he thinks), it was no longer squished, but the glass at the top of the chrome remained an issue.

He was also reporting issues saying text looked terrible before this happened.
