The mockups show the navigation bar casting a shadow over the inactive tabs.

Will this be implemented in the final version?
The content area bug didn't put a shadow over the tabs.
We need to update the tab images for bug 570279 already, so duping to that, since it's really not necessary nor especially helpful to have this many bugs.
