This is low-hanging fruit from the chat with stas.

Use -moz-column-width (and I'll add -webkit-column-width) to show the locales in columns on modern browsers, make list-image-type, none, add some margins and padding.

I'll also add a link to it from the overall template header.

Sadly, this doesn't work in webkit, looked in both safari and chrome, the borders wrap bad.

I also added search, and an intro paragraph.
