59551 - document doesn't finish loading for a long time, causes things dependent on end doc load to not work right

winNT build 20001107
whenever I need to log into bugzilla, the login page loads fully, but the
throbber keeps throbbing and the wallet code doesn't auto-fill the user name and
password.  If I let it sit for a really long time, eventually the page decides
it's done loading and wallet works correctly.  Or, if I click in the user name
text field and type a character, all of a sudden the throbber stops and the
password is filled in.

This could be a wallet bug, but I'm willing to be its a networking bug since the
throbber is still going.

This is 100% reproducable for me on my 3 Windows machines.

If you click the stop button, the form is filled out instantly.
