I should actually time it. It feels like 5 seconds. This is on a 1.6ghz AMD dual core laptop running ubuntu 10:

Mozilla/5.0 (X11; Linux i686; rv:2.0b6pre) Gecko/20100913 Firefox/4.0b6pre
subsequent opening of tab candy is of course very fast.
