In versions prior to 4.0, the addons manager had a pane listing which addons had available updates.  But the new about:addons window doesn't bother.  You can list *recent* updates, but not available updates.

Reproducible: Always

Steps to Reproduce:
1.Wait for addons to become out of date
2.Attempt to figure out which addons have updates available
3.
Actual Results:  
Finding out which extensions need updating and getting a list of recent changes is awkward at best

Expected Results:  
One expects about:addons to specifically list which addons need updated.

I figure this bug applies to all 4.0 b5 builds, but could be mistaken.

Do you have any add-ons marked for manual updating? If so then there is an available updates pane, if not then there are never any available updates, they always gets applied.

Manual updating?  The only way I know to do that is do just "install" a fresh copy.

BTW: One reason why someone might not want all updates applied is they don't like the new version of a specific extension.  This is more likely with dev versions.  I have had to roll back my version of ABP (which I use the dev version) before.  And, yes, ABP's dev version is in AMO.

This is why every add-on has an option to choose between automatic and manual updates in its details view.

WFM. Add-ons which have been marked to install manually will bring up the "Available Updates" pane. As Dave has mentioned in comment 1 you probably have set to auto-update all of your add-ons.
