Feel free to close this if it's already the case, or dupe if it's already been reported (I couldn't find it).

The intention of turning off the bookmarks bar by default was always to check on upgrade whether the user has ever customized — i.e. added links that aren't the default links — and show it by default if they are in fact actively using it.

I think we still just turn it off on upgrade, which isn't a very nice thing to do. :)
