A vast majority of our users don't care when we've made a change to a ticket. In efforts to keep them from being spammed with our edits, we need a way to exclude users from getting email about these transactions. "In previous versions of Bugzilla, if you added a private comment to a bug, then none of the changes that you made at that time were sent to users who couldn't see the private comment. Now, for users who can't see private comments, public changes are sent, but the private comment is excluded from their email notification." Reproducible: Always Steps to Reproduce: 1.Create a private comment or component/product change. 2.Commit. 3.Excluded/non-admin users get email about changes.
Instead of changing the private comment behaviour, I think this is more an issue of Bug 351313 : be able to set the default mail-settings in the user preferences.
IMO, invalid. Adding a private comment and editing other parts of the bug report are two separate actions, and you shouldn't be allowed to hide such changes by adding a private comment.

Not sure about that. There are certainly times where you want to change a component/product without notifying people outside of an administrative group. This isn't currently the case. Essentially, we're trying to save our users from a lot of confusing email.

Well, we are clearly against letting the changer decide what is important or not, and when people should get notifications or not. See bug 112989 and bug 221777 for similar requests (both are wontfix). Users have the ability to control what kind of changes they want to receive thanks to their email prefs panel. If they are annoyed by some notifications, that's where they should configure their settings.
@Clint Perhaps a better solution would be a system for modifying the default email preferences, which I believe there is a bug filed for.
