In version 3.x a .eml is created and the recipient is unable to open

Reproducible: Always

Steps to Reproduce:
1.forward an email and I see an .eml attachment
2 [review].

What is your forward-mode setting in Tools > Options > Composition > General?
It should read "Inline" there, "As Attachment" behaves as you describe.
