For Firefox to advance technologically, I think support for pre-XP OSes should be dropped. For example HW-acceleration although not completely used in XP cannot be used in older OSes. I chose XP because it is the most widely used version of Windows.
A modern browser needs modern tech from a modern OS (even though XP is 9 years old).

Also, UxTheme was introduced in XP (which is currently used by Firefox), making it difficult to theme the browser on pre-XP OSes.

Windows 2000 is not a burden as far as the theme is concerned.

I was more concerned on legacy code and size.
