"Only bugs with at least n votes" returns only those bugs with exactly n votes

The "Only bugs with at least n votes" search filter is curerntly broken.  (It worked several months ago when I last used it.)

Reproducible: Always

Steps to Reproduce:
1. Go to https://bugzilla.mozilla.org/query.cgi
2. Enter a number (say, 40) in the "Only bugs with at least n votes" field
3. Search
Actual Results:  
4. Bugzilla returns all bugs with exactly 40 votes

Expected Results:  
4. Bugzilla should have returned all bugs with at least 40 votes

The search results page includes the following line at the top of the table:
    *   Votes:  (is greater than) 39
    * Votes: 40
    * Resolution: ---, DUPLICATE

From the second figure there it looks like the search function is adding an extra filter.
Status: UNCONFIRMED → RESOLVED
