Brad: you should create a NSPR_4_8_7_BETA1 or even NSPR_4_8_7_RTM CVS tag (which requires removing the "Beta" in PR_VERSION and toggling PR_BETA in prinit.h first) for mozilla-central because we're getting close to the Firefox 4 release.
