This looks fine, but there will also be bumps to the 1l0n changesets and the revision to put in after the go comes. I would prefer that we review all the changes rather than slither down the slope towards not reviewing much.

It is, throttling the updates to 3.5.14 to 15% of 3.5.13 users.

I mean requests - and for manual updaters, there is no throttling at all.

set 3.5.14 throttling to 15% on betatest

Gotta be careful with this....we have a MU offer on the wire for beta & release. If we applied this patch, we'd start advertising MU's to 15% of people. I'm not sure we can do this on the 3.5 branch....we don't have any way of setting different throttling per channel -- other than setting it to "0" overall, and excepting certain channels from that....

This looks fine -- we'll need to have IT push it live *after* we push the beta snippets, to avoid unthrottling the MU that is currently on the 3.5.13 beta channel.
