[per earlier discussion with bryner, just logging this so we don't forget it]

Build ID: new trunk

Steps to Reproduce:
(1) Set alt+mousewheel-scrolling to do anything (in Preferences > Advanced > 
Mouse Wheel)

(2) Scroll with the mousewheel while the alt modifier is down in the browser 
(or any window with menus)

(3) Release the alt key

Note that, on Windows at least, the menubar takes focus (as should happen if 
alt was just pressed normally).
