Steps to reproduce:
1. Install Fennec 
2. Verify Options Menu retains state 
3. Change your home page to google news
4. Close / kill application and open it again

Expected result:
- the Options -> Preferences Menu items should not change

Actual result:
- a new item appears in Options -> Preferences Menu : Language selection

Additional note: 
- the only option tabbing  the language button is Auto-Detect, no other languages present.
