When the new Data Manager (and followups) kand, the help should be updated to reflect the new landscape.

Meanwhile I wrote some help at http://kb.mozillazine.org/Data_Manager , help wanted.
We also need to check the entry points, e.g. I found that under Preferences/Privacy & Security/Popup Windows, there's a button called Manage Permissions, while in Help it is still referred to as Allowed Websites (which is one of the old dialogs that got replaced by Data Manager).

Hmm, thanks for the comment - the Popup Windows pref pane is not mentioned at all in privsec_help.xhtml; I'll add that link as part of bug 631566.

There have been recent additions to the Help text which introduced references to the Data Manager. They should be linked up properly as part of this bug, then the respective comments can be removed:
