Using "Screen Resolution 166", the bottom of the font is cut off
in the URL entry window.

Reproducible: Always
Steps to Reproduce:
1. Edit->Preferences->Fonts
2. Screen resolution: 166
3. Enter URL
unable to reproduce with 111308 mozilla trunk build on redhat6.2
This happens only with the modern theme. The images and fields just do not scale
with the text.

Since the changes in the way modern specifies fonts, I am unable to duplicate
this bug on Linux, Mac, or Windows.  Marking worksforme.
