it's been like that for a few builds already, didn't mention it because I thought it was minor, and still do. Nevertheless, I thought it would be corrected with the time and new builds and it's not, animated persona skins just show as static skins, no animation whatsoever. And it's not my profile, I just checked with the default profile and it's the same.

 The URL I give here is just an example, with a skin called electric chaos >>> the lightning effect just doesn't happen.

actually now that I think about it, I think the issue is there since hardware acceleration has been implemented by default, i.e. not just activable through about:config but as a feature in the options UI.
