Reproducible: Always Steps to Reproduce: 1.Open Inspect from Developer Tools 2. 3. Actual Results: Inspect windows flicker and shutter, especially the frame and the title bar. Expected Results: They should be normal. The windows are still drag-able even when they are flickering.
