If user triggers Panorama for the first time or for the first time in a session it should show all tabs in the default (unnamed) group. Never should it show any tab out of groups as it happens now.

Reproducible: Sometimes

Steps to Reproduce:
1. Start new browser session.
2. Make some app tabs and some other tabs.
3. Start Panorama.
Actual Results:  
Some tabs are in the lower right corner in no group and if you click them you are in some new non-group or what and you don’t see all the tabs you had open before.

Expected Results:  
All tabs should by default be in default unnamed group in Panorama.
