Geolocation data should be provided to a webpage as soon as possible after it is requested. The filter prevents this from happen if we're already getting geolocation data from the provider.

we have a filter mostly to protect against web content getting two different sources of data.  maybe it doesn't matter that much -- in most cases, we only have one provider.

We don't have this filter anymore. If there are multiple location providers, whichever gets a position result first will report it back up to the webpage.
