Our XPT linking story is a mess.  The MSI installer generates its metadata from the package-manifest which is before XPT linking so the MSI installer will ship unlinked XPT files.

As I said in the other bug, I think in the short term we should just fix the MSI code to understand that .xpt and .manifest files will be linked, and generate the metadata based on that fact.
I still think this is righteous, but in the post-omnijar world the MSI code doesn't need this.
