Details
If you look at Czech locale in Firefox Home, it presents the entire set of strings needing translation after updating from templates. The Czech team used Verbatim to gather all translations last time. After the recent additions, the word count should show 11 and not all 300 words.

Are you sure that the team used Verbatim? There is no 'Last Activity' entry which means they didn't or they uploaded PO files later. My guess is that they didn't in which case we simply need to create PO files from their final .strings files.
Seth -> Could you please check if they really did translate on Verbatim.

https://localize.mozilla.org/projects/fxhome/ says we're all good with Czech too. Please reopen if there's more to do, but this sounds pretty much like usecase Dwayne described.
