600732 - Tweet message box does not include @username or #fxhelp

Tweet messages are currently constructed server side with the format:
@username + message box text + #fxhelp

We should move this all to the text box so users can edit the tweet.

Two use cases:

1. User clicks on pre-selected topic (ex: Fix crashes):
 - Message box fills with: "@joeuser Sorry your Firefox is crashing. Here's a list of quick fixes to prevent that from happening again: http://mzl.la/atSsFt #fxhelp"

2. User does not click on pre-selected topic, but clicks on Get Personal message box:
 - Message box fills with: "@joeuser #fxhelp"
