This bug is to create a new version of the Phishing Protection page that
matches the look & feel of the overall redesign project.

We can discuss specific creative direction offline, but the page can use the current live content and can generally follow that layout as well.

Here's a rough schedule...the most important date is the final handoff, of
course:

CR1 designs: Friday, 10/1
CR1 feedback: Monday, 10/4
CR2 designs: Tuesday, 10/5
Final approval: Monday, 10/11
Handoff to WebDev: Wednesday, 10/13
