This only happens with the right and bottom edges of the window. Reproducible: Always Steps to Reproduce: 1. Create two tab groups in panorama 2. Position one group along the bottom or right edge of the window and place the other group overlapping the first so that it pushes the group out of the window. Expected Results: Don't allow any tab groups to be hidden outside of the window bounds.

If the "bully group" is moved slightly away from the edge of the window, the other group will reappear totally within the window bounds but underneath the bully group. Auto arranging of the groups should not allow this.
