I just came across http://hg.mozilla.org/l10n-central/nl/diff/c35f1342162a/browser/chrome/browser/syncSetup.properties, which is still making the dutch localization use %S instead of #1 in the plurals strings. Not sure if that's still gonna come with more ports of landings anyway, but it should definitely be fixed to be #1, as we'll rip out the hack for %S at some point. I'd like to see this fixed in 4.0, not blocking right now, though.
