1. install arabic plugin and set to arabic language and restart
( ie go to http://people.mozilla.com/~nhirata/html_tp/installplugin.html and click on the second link )
2. go to URL : 
http://www.aflmak.com
or a simple webpage : 
http://people.mozilla.com/~nhirata/html_tp/layout-test.html
3. open the tab panel (right panel)
4. keep panning right

Expected: the webpage will not move
Actual: the webpage does move

Note:
1. http://people.mozilla.com/~nhirata/html_tp/layout-test.html has extra white borders on the top left and bottom as well, which should not occur.

Testing fennec's last builds, it seems that this issue has disappeared. Feel free to reopen this bug if you are still seeing this bug.
