When switching between eg. the Privacy tab and the Security tab the prefernce window graphics flickr

Reproducible: Always

Steps to Reproduce:
1. Go to Menu - Minefield - Preferences
2. In the preference window, click the Privacy tab
3. Now click the Security tab
Actual Results:  
Each time I switch tab there is a white flickering noise above the tab icons

Expected Results:  
No flickering

This happens when switching tabs in general to various degrees
