Update snippets already available for users who do "CheckForUpdates". This is to enable idle-time prompting of users with the same snippets.

Sorry, I misguided you a little bit: we can actually drop 3.5.13 throttling entirely, since the 3.5.13 beta channel is pointing at 3.5.14.
