We should make sure that if we detect an Android phone visits Firefox.com/m that they be redirected to Firefox.com/m/beta to pick up the beta.
Where "Android" users == all devices' user-agents with "Android" in them?

The new /m/ design has beta download buttons on the landing page (bug 611192), and /m/beta will be removed. That makes this bug invalid, so I'm marking wontfix.
