The getting started page is a simple, text heavy page that serves as a starting point for the submission process.

- The current agreement text is available on the current site after clicking "Let Mozilla host my add-on"
- We are no longer having the self-hosting option anywhere on the site
- CCing people to determine where the "Learn more..." "Printable version" and "Additional add-on policies" links go
- Cancel should return to the developer hub main page

From IRC discussion we determined that the header text in the mock up is wrong, it should read Add-on Developer Hub more similar to https://preview.addons.mozilla.org/z/en-US/developers/

This page has been implemented but the Accept button does nothing at the moment.  So basically it's just HTML/CSS and you can get to it by going to My Add-ons and clicking submit Add-on
