602683 - Need a submit feedback page placeholder for beta

The submit feedback option links to the sad submission form, but we should allow users to submit both types (and in the near future, three) of feedback in the betas. Also, we should take this opportunity to finalize the input.mozilla.com/feedback link for major release support.

The bug is filed as a result of https://bugzilla.mozilla.org/show_bug.cgi?id=588209#c9 since the Submit feedback menu item is being put on all versions of Firefox.

The requirements:
* Page is located at input.mozilla.com/feedback
* The smilies are image links:
** Happy: goes to input.mozilla.com/happy
** Sad: goes to input.mozilla.com/sad
* All standard ua sniffing that we do on submission forms should be done on this page as well.

We should also sniff this page against non-Firefox browsers. It's showing up on Safari and Chrome :(.
