603059 - active tab when opening a group is not correct after undo-close-tab

STR:
1. open a group
2. close the left-most tab
3. undo close tab
4. switch groups
5. switch back

Expected: the left-most tab is active

Actual: whatever tab was left-most after step 2 and before step 3 is active

For example: If you close and re-open the four left-most tabs, then switch groups and back, the fifth left-most tab is the default active tab.

Note: I reproduce this every time, without ever going into the Panorama UI. I use only the keyboard shortcut to switch groups.

Also, this might be fixed by bug 593283. But maybe not.
