Create a new contact which includes special characters, e. g. brackets:
John Doe (Office)

Then compose an new message and add John Doe as recipient.
You will see that John Doe will be displayed as
"John Doe (Office)"
with quotes.

Thus this e-mail will also be send to 
"John Doe (Office)"
with special charaters
--> see source text of the sent e-mail --> recipient.

And finally those Contacts with special characters are also displayed with quotes in the threadpane (send mails, trash ...).

Expected Results:  
Quotes should not be added when contacts include special characters.
We are just respecting the standard as defined at http://tools.ietf.org/html/rfc2822#section-3.4.1.
