/shipping/api/signoffs?locale=af&locale=ak&locale=en-ZA&locale=lg&locale=nso&locale=son only returns a single locale.
Should this be merged with bug 543940? I let the patch in there bitrot, but I could update it and add support for multiple locales as well.
