Because of bug 592168, we have access to fewer(~300) add-ons than when we listed them in a category of their own.

steps to reproduce:
1. Notice the number of add-ons listed @ https://preview.addons.mozilla.org/en-US/firefox/tag/toolbar
2. Notice the number of add-ons listed @ https://addons.mozilla.org/en-US/firefox/extensions/toolbars/?sort=popular&unreviewed=on

observed behavior:
With the new way of tagging toolbars, we have access to 300 less add-ons (of course, these are mostly unreviewed add-ons)

Do we care?
Is changing the max number of results to something higher than 1000 easy?
not [ddn] - we should be able to return as many results as we want.  Willing to wait on elastic search.
