xpcshell has -j to enable tracing jit, but doesn't have -m to enable method jit.

This is needed for fuzzing the recent Compartments work.

Requesting approval2.0 because TM tree is currently "approval required". Not sure the official channel for doing this.

Reason why it's OK to land: this only adds an option to xpcshell, it doesn't change default behavior or current tests, and Jesse needs it to test compartments.
