I just noticed that the new tab button is malfunctioning. The incident occurs only in the case where a single tab is open. Hovering the mouse precisely over the '+' symbol on the new tab button does NOT activate the button. Also, clicking in such a position does not cause a new tab to open. Moving the mouse pointer slightly to take it off the '+' symbol however restores functionality to the button. The behaviour is NOT repeated on opening subsequent tabs.

Reproducible: Always

Steps to Reproduce:
1. Open a single tab in Mozilla Firefox
2. Hover precisely on top of the '+' symbol on the "New Tab" button
3. Click the left mouse button
Actual Results:  
New tab does not open

Expected Results:  
New tab should have opened.

The issue does NOT occur if there are more than one tabs already open.
This is WFM using above Build on XP.
Can you reproduce this in Safe-Mode/extension-less?
Also, can you attach a Screenshot with Markers where to click?
Working for me also now. Sorry for the trouble. Guess it was just one of those things.
