Create infrastructure for l10n dashboard. Individual readouts can be implemented in parallel afterward.
Landed in http://github.com/jsocol/kitsune/commit/1d71650444d7724c03dfb40f120d275cf56070fb. The Overview table (except the WebTrends-dependent stuff) and the Untranslated Articles table (minus working Visits numbers) are there so far.
